How Strategic Change Management Turned Federal Recovery Funds into Sustainable Community Growth & Economic Development

Arts Equity Group in collaboration with Locality Studio led comprehensive change management for the city of Belchertown, navigating a community of diverse stakeholders through a municipal rebranding process that ultimately achieved overwhelming community support in a traditionally change-resistant environment. Our approach included stakeholder engagement and municipal committee facilitation, multi-modal community engagement, and consensus-building. We managed the complete project lifecycle from community audit through implementation. The process resulted in increased community pride, grassroots brand adoption, and enhanced municipal marketing capabilities, positioning the city for increased tourism and economic development.

The Branding Belchertown Project is an important initiative designed to honor our town’s rich history, celebrate our vibrant present moment, and prepare for a promising future.

As part of Belchertown’s Local Rapid Recovery Plan and Community Plan, this project aims to create a cohesive and modern visual identity. The effort includes updating the town seal, creating a new logo, and developing comprehensive brand guidelines to ensure consistency across all communications and materials. This initiative will reflect our community’s unique character and values while supporting Belchertown’s continued growth and evolution. The new visual identity was revealed in Summer 2025.

Objectives

Following the economic challenges of the COVID-19 pandemic, Belchertown's Local Rapid Recovery Plan and Belchertown Creative Economy Committee initiated a town revitalization project called Branding Belchertown. The municipality sought AEG's expertise in project and change management to update and digitize the town seal and to create Belchertown's first official town logo.

The goal was to establish a strong, cohesive visual identity for the town to foster community pride and create a unified sense of place to attract businesses serving residents and tourists, ultimately boosting economic growth. The new visual identity needed to reflect the town's rich history, vibrant community, and aspirations for the future.

Challenges

Complex Change Management in a Politically Divided Moment Belchertown presented a challenging landscape for municipal branding work - a "purple" community with deep red and deep blue pockets navigating significant ideological differences. The project launched the day after the 2024 presidential election, with community members holding vastly different visions for their town's future. Some residents valued tradition and generational ties, while others prioritized welcoming newcomers and immigrants.

Navigating Municipal Governance Constraints The Municipality’s priority for this project shifted from a collaborative working group into an official town committee, increasing the project's complexity. Open meeting law requirements slowed decision-making timelines. The all-volunteer committee structure, combined with already stretched town staff, created additional coordination challenges that required expert project management and expert facilitation skills.

Balancing Symbolic Representation with Inclusion The community faced contentious decisions about visual elements that carried deep meaning - most notably whether to include the town's historic steeple, a significant landmark that some viewed as potentially exclusionary. These discussions required skilled mediation to navigate religious sensitivities while honoring the town's architectural heritage, exemplifying the complex cultural negotiations inherent in municipal change management.

Managing Budget Perception and Stakeholder Education Despite being funded through federal COVID recovery grants specifically designated for economic development, the project faced criticism from residents and even town staff who questioned spending on branding rather than infrastructure or services. This required ongoing stakeholder education about grant restrictions and the strategic role of visual identity in small business attraction and economic recovery.

Coordinating Multi-Entity Collaboration The project required coordination between AEG, Locality Studio, Belchertown's Municipality, the Creative Economy Committee, the Communications Committee, public stakeholders, and external signage contractors working under tight implementation deadlines. This multi-stakeholder environment demanded sophisticated project management to ensure all parties remained aligned while meeting critical milestones.
